PUBLIC DISCUSSION OF THE DRAFT BUDGET OF DIMITROVGRAD MUNICIPALITY FOR 2026 THIS EVENING IN THE "GROSETO" HALL
A public discussion of the draft budget of Dimitrovgrad Municipality for 2026 was held this evening in the "Grosseto" hall. The draft budget was presented by the mayor of the municipality, Mr Ivo Dimov, and the chief expert, Ms Galya Delcheva, who outlined the main financial parameters, priorities and investments set for the development of the municipality.
The draft budget of Dimitrovgrad Municipality for 2026 is 48,497,400 euro and has an 11% increase compared to the initial budget for 2025 (43,495,364 euro). This is the first budget of Dimitrovgrad Municipality prepared in euro and is implemented under the conditions of the new budget framework for the country.
"Our main task is to maintain the financial sustainability of the municipality, while at the same time providing the necessary resources for all key areas - education, social activities, healthcare, infrastructure, public works, culture, and sports. At the same time, we must continue to invest and make the most of the opportunities for European and national funding," said Mayor Dimov.
The revenue part of the draft budget includes 28,656,311 euro in state transfers - tax revenues for 2026 amount to 3,550,000 euro, and 7,328,717 euro from non-tax revenues. A significant feature of the budget is the high share of state funding - 66% of the total budget are state transfers, while the expected increase in own revenues compared to 2025 is 4%. This places financial discipline and sustainable cost management among the main priorities of the municipality. However, this year, the budget of the Municipality of Dimitrovgrad will also guarantee financial security and stability of all budget-funded structures in order to fulfill their functions in the fields of education, social activities, healthcare, culture, sports, cleanliness, public works, administrative and legal services to citizens and other services provided.
Education is the largest spending priority in the draft budget. 19,469,420 euro are allocated for it, or 40% of the total budget. 10,167,480 euro are allocated for public works, communal services and environmental protection, and 8,399,633 euro for healthcare and social activities. In education, funds are allocated for kindergartens and schools, as well as for resource support and inclusive education, for the "Children and Youth Center" and for the "Dimitrovgrad for the Young" Program. Culture and sports also remain among the priorities in the new budget.
The capital program of the Municipality of Dimitrovgrad for 2026 is 23,291,269 euro, with capital expenditures representing 10% of the total draft budget. Among the main areas are repair and improvement of the street network, urban development of the city and settlements, improvement of the educational infrastructure and investments in the health and social infrastructure. Repair activities are planned on streets in Dimitrovgrad, as well as activities on the street network in the Chernokonevo district. Funds are provided for renovation activities at the City Hospital, for the construction of a Community Center for Early Childhood Development and a Center for Residential Care for persons of above-working age without disabilities, renovation activities at the Liliya Nursery School, D. Matevski Primary School and Prof. Dr. Asen Zlatarov Vocational School. Under the Regional Development Program, investments are provided in educational infrastructure, health and social facilities, as well as in cultural and historical sites. Among them are projects for clean air and separate collection of biodegradable waste, energy renovation, development of social and health services, educational projects, STEM environment and renovation of multi-family residential buildings.
Expenditures are 10% higher compared to the same period in 2025, which is mainly due to additional costs arising from regulatory acts that have entered into force, as well as costs for the implementation of projects from the Investment Program for Municipal Projects.
The public discussion is part of the procedure for adopting the budget of the Municipality of Dimitrovgrad for 2026. After the discussion, the project is to be submitted for consideration and adoption by the Municipal Council.
