PUBLIC DISCUSSION OF THE DRAFT BUDGET OF DIMITROVGRAD MUNICIPALITY FOR 2024 IN GROSSETO HALL
A public discussion of the draft budget of the Municipality of Dimitrovgrad for 2024 was held this evening in the Grosseto hall. It was presented by the mayor Ivo Dimov and the chief expert Galya Delcheva. The draft budget of the municipality of Dimitrovgrad has been developed in such a way as to guarantee the financial security and stability of all budget support structures in the field of education, social activities, health care, culture, sports, cleanliness, improvement, administrative and legal services to citizens and other services provided. Preservation of the budgetary sustainability of the Municipality and strong financial discipline are the main goals laid down in the financial framework.
"The proposed budget for 2024 is rather conservative. It includes mainly permanent and urgent expenses that are in line with the legal requirements and restrictions, following the principle of priority financing of the main responsibilities of the Municipality and equality between the individual budgets in the conditions of financial restrictions," said the mayor.
The draft budget of the Municipality of Dimitrovgrad for 2024 is BGN 83,981,242 in revenue and expenditure and there is a 3.62 % growth compared to the original budget for 2023, which is BGN 81,045,676. The share of state transfers represents 55% of the total draft budget for 2024. The share of the realized transitional balance from 2023 is 18%, and the total share of tax and non-tax revenues in the draft budget is 22% of the total draft budget.
The most funds are provided for Education – BGN 32,413,619 or 39 % of the total budget. The following are those for improvement: street repair, plumbing, lighting, cleanliness, landscaping and environmental protection - BGN 21,467,538 or 25%. For budget line ‘Recreation, culture, sports and religious activities’ – BGN 5,348,862 (6 %); budget line ‘Healthcare and social activities’ – BGN 10,574,473 (13%). With this budget, the new large-scale Investment Program for municipal projects (until 2026) was launched, the conclusion of agreements with the Ministry of Planning and Development and the implementation of the projects.
The planned size of the investment program of the Municipality for 2024 is BGN 15,267,797, of which BGN 14,667,309 for objects financed with budget funds and BGN 600,488 for objects financed with funds from European and international programs and projects.
With the funds provided in the investment program, it is planned to carry out street repairs and improvements both in the urban environment and in neighborhoods and small settlements.
Repair works will continue for: Vaptsarov Park, major renovation of the courtyard spaces in Kindergarten 2 & Kindergarten 4, Prolet, and Raina Knyaginya Kindergarten, constructing of parking lots.
The upcoming introduction of the euro from January 1, 2025 requires bringing the municipal ordinances, rules and internal rules to the requirements of the Law on the introduction of the euro, i.e. revaluation of the values indicated in them, as well as adaptation of the information systems for starting work with the euro, which in turn implies the annexation of already concluded contracts and additional costs for this.
In the discussions in the hall were the chairperson of the Municipal Council Gergana Krasteva, municipal councilors, mayors of settlements, heads of municipal institutions and citizens. The draft budget is to be debated and voted on in the Municipal Council.
