Pursuant to Art. 44, para. 2 and Art. 44, para. 1, item 8 of LLSGA, in connection with art. 63, para 2 of the Health Act, art. 2 of the Law on Measures and Actions during the State of Emergency, announced by a Decision of the National Assembly of the Republic of Bulgaria of 13.03.2020. and Decision of the National Assembly of 03.04.2020. for extension of the term of the declared state of emergency, as well as in connection with Orders № RD-01-249 / 03.05.2020. and № RD-01-259 / 11.05.2020. of the Minister of Health,

 

I ORDER:

 

I amend my order № RD-06-316 / 13.03.2020, as follows:

  1. the text in item 1.7 is changed, removing “playgrounds in schoolyards”. After the change, the text in item 1.7. is the following:
  2. Access to the Mladost sports hall, wrestling hall and sports halls in schools is restricted. "
  1. New points from 1.5.7 are created to 1.5.9. with the following content:

1.5.7. It is allowed to practice individual sports outdoors (including tennis, cycling, athletics, golf, etc.), on the territory of outdoor sports facilities, owned or managed by the Municipality of Dimitrovgrad, subject to a distance of at least 2.5 meters between individual athletes and all anti-epidemic measures.

1.5.7.1. The use of outdoor tennis courts is allowed in compliance with all anti-epidemic measures and according to the Rules and conditions for training activities on the territory of tennis clubs - members of the Bulgarian Tennis Federation (BTF) in terms of COVID-19 epidemic - 2020 season. , adopted on 29.04.2020 by BTF;

1.5.7.2. The organization and conduct of training activities in athletics by registered athletes is carried out according to the rules approved by the Bulgarian Athletics Federation.

1.5.8. It is allowed to practice collective sports for amateurs outdoors, without competitive nature and without audience (including football, basketball, volleyball), on the territory of outdoor sports facilities, owned or managed by the Municipality of Dimitrovgrad, with the participation of up to 10 people , in compliance with all anti-epidemic measures, and without allowing the use of bathrooms and changing rooms.

1.5.9. The following rules and anti-epidemic measures are additionally introduced on the territory of open sports sites managed by the Municipality of Dimitrovgrad:

1.5.9.1. The leaders of the clubs to present by 15.05.2020. of the MFSBMF Manager a certified list of athletes and coaches who will use the fields and sports grounds, as well as the schedule of their use. In case of duplication of hours and places in the schedule, the same shall be specified between the Head of the respective club and the Manager of MFSBMF; 

1.5.9.2. Dimitrovgrad Municipality provides disinfection of terrains, waste bins, entrances and doors of outdoor sports facilities at least three times a day. The bathrooms are cleaned and disinfected at least once every hour;

1.5.9.3. The leaders of sports clubs and coaches provide disinfectants to the field during training, wet wipes for physiological needs for use by athletes and coaches. The commitment of the respective club is the disinfection of the balls and tools used during the trainings. It is obligatory to disinfect the sports shoes and hands of the athletes and coaches before going out on the pitches and tracks;

1.5.9.4. It is not allowed to mix athletes and coaches from different groups on the territory and in front of the entrance of the sports sites;

1.5.9.5. Waiting for training to take place at a minimum distance between people of 2.50 meters, with coaches welcoming the trainees and responding to the exclusion from the activities of athletes with symptoms of malaise or manifestations of acute infectious diseases. In case of doubt, they should be removed from employment; 
1.5.9.6. Team athletes from the presence of a coach are not allowed to enter the stadium;

1.5.9.7. It is not allowed to stay on the field and the tracks before and after the end of the training. At the end of the training, the coach answers the athletes who have finished the training to leave the stadium immediately;

1.5.9.8. Spectators are not allowed on the training bases. Parents or others accompanying children for training are not allowed to them;

1.5.9.9. No close contacts outside the training process are allowed, handshakes and close contacts between athletes and coaches are prohibited; 

1.5.9.10. Competitors and coaches pass through the indoor areas of sports complexes with protective masks; 

1.5.9.11. All athletes and coaches are recommended to come to the training bases individually, in training equipment. Athletes and coaches arrive equipped and take care of the training equipment individually.

1.5.9.12. Until the second order, changing rooms, benches, benches, chairs and seats in the stands are not used.

1.5.9.13. It is forbidden to consume food and beverages on the territory of sports facilities (except for water and other soft drinks, which each athlete personally brings for their own consumption during training). Plastic bottles of beverages and other waste must be disposed of in waste bins;

1.5.9.14 It is forbidden to enter the lawns of persons who do not participate in the training process, spitting and throwing secretions and chewing gum on the field;

1.5.9.15. Club leaders and coaches are responsible for compliance with the rules and the application of hygiene and anti-epidemic measures, and are obliged to inform their athletes about the rules under which training activities may be conducted; control their athletes for strict observance of all hygienic and anti-epidemic measures during training; do not allow to training persons who do not observe the hygienic and anti-epidemic measures and rules. 

1.5.9.16 MFSBMF Manager to make the necessary organization for the distribution of visitor flows in sports venues at entry and exit;

1.5.9.17 To ensure the necessary conditions for compliance with the personal hygiene of the staff, the necessary personal protective equipment to protect employees according to the specifics of the activity, not to allow employees with flu-like symptoms and those who do not use the personal protective equipment provided; 

1.5.9.18 Until 15.05.2020 MFSBMF Manager to perform extraordinary instruction of the staff engaged in the management of sports facilities and facilities for personal hygiene, compliance with a minimum distance of 2.5 meters and use of personal protective equipment in contact with coaches, athletes and citizens. 

1.5.9.19 The heads and coaches of sports clubs, the MFSBMF Manager and the Sports Activities Organizer are responsible for the observance of the above-mentioned anti-epidemic measures.

 

The duration and scope of the measures may change depending on the epidemic situation in the country.

This order enters into force on May 14, 2020, and enters into force on May 4, 2020. of point 1.5.7. is regulated by my order № RD-518 / 04.05.2020. 

The order to be announced publicly by publishing on the website of the Municipality of Dimitrovgrad.

A copy of the same should be handed over to the interested parties, to the Regional Directorate of the Ministry of Interior, Deputy Mayors, Secretary of the Municipality of Dimitrovgrad for information and implementation and to the Director of RHI Haskovo and the Regional Governor for information. 

I assign control over the execution of the order to Svetoslav Stoykov - Deputy Mayor of Dimitrovgrad Municipality and Veneta Koleva - Secretary of Dimitrovgrad Municipality.
