ENERGY RENEWAL MUST CONTINUE WITH A CLEAR NATIONAL PROGRAM, ACCORDING TO THE MAYORS

At the joint meeting of the parliamentary committees on regional policy, public works and local self-government, on energy and the committee for control over the management of funds from European funds, the deputies discussed a draft decision on the implementation of the decarbonization policy through energy renovation of the residential buildings in the country. The initiators are: Nikolay Nankov, Denitsa Nikolova and Delyan Dobrev.
The project decision provides for the preparation of a medium-term program with secured financing for the implementation of all evaluated project proposals included in the reserve list under the first procedure and to prepare a National Housing Strategy that would mark a clear vision for the overall energy renovation of the residential buildings in the country, with a horizon of up to 2050..
Participants in the joint meeting of the parliamentary committees were: Donka Mihailova - mayor of Troyan and deputy chairman of the board of NAMRB, Ivo Dimov - mayor of Dimitrovgrad and deputy chairman of the board of NAMRB, Ivaylo Simeonov - mayor of Elin Pelin and a member of NAMRB, Hristo Hristov - mayor of Shumen and Vasko Stoilkov - mayor of Slivnitsa, the mayor of Stara Zagora Zhivko Todorov, the deputy mayor of Ruse Encho Enchev and Lyublyana Avramova - representative of the Municipality of Montana.
The mayors of Troyan, Dimitrovgrad and Stara Zagora motivated the support of NAMRB for the proposal.
It is important to find a solution for financing the projects from the so-called "reserve list" as soon as possible, stressed Donka Mihailova. She pointed out to the people's representatives that the program for energy renovation is the program in which the citizens have the greatest interest and it gives the fastest visible results, both in terms of improving the quality of life and in achieving the goals of the green transformation. Within a 10-year clear plan, it is necessary to give answers to many questions that worry the society: Will all residential buildings be renovated? Will single family homes have access? Will grant funding be provided or will the owners have to participate by co-funding the remediation? Will the state offer financial instruments that citizens can use? What will be the financial sources? Whether with a European or a national resource - this is a problem that should receive an unequivocal solution in a short period of time, emphasized Mihailova.
"The problem that has heated up the public space has been established for a long time, already when the criteria for the selection and evaluation of the projects were announced," pointed out the mayor of Dmitrovgrad Ivo Dimov. He emphasized that the preparation of a National Program for the energy renovation of homes requires much greater precision in order not to lead to a deepening of regional imbalances, but also to take into account the realities of buildings and the standard of living in the various municipalities and geographical regions of the country. The lack of a deeper approach and the orientation towards achieving specific program indicators, rather than solving an important problem for the people and the state, left thousands of citizens with the feeling of injustice, Dimov stressed. "People's expectations are that the people's representatives will support this decision. The tension in the municipalities is huge. For the first time in history, this campaign for energy efficiency of housing united people, made neighbors join together, go through the entire administrative procedures, invest their own funds for energy surveys to achieve a common goal," added Ivo Dimov.
"Unfortunately, the energy audits are not quite correct, and this also makes an impression on the ranking of the projects", declared the mayor of Stara Zagora Zhivko Todorov. According to him, it is precisely in these municipalities that most buildings remained on the reserve list under the procedure.
Two of the parliamentary committees - the committee on energy and the committee on regional development - supported the proposed decision. The MPs also accepted the proposal that the Minister of Regional Development conduct an analysis of the National Program for Energy Efficiency.
During the joint meeting of the parliamentary committees, the Ombudsman of the Republic of Bulgaria, the Chamber of Energy Auditors and the Agency for Sustainable Energy Regulation expressed their support for the submitted draft decision.
The Minister of Regional Development and Public Works Andrey Tsekov also took part in the meeting.
