Mr Ivo Dimov participated in the Economic Forum "Partnerships for Development and Investments", which was held in Albena Resort, as a part of the Annual Meeting of Local Authorities.

The basic topics for discussion are: How local government can help businesses adopt during the crisis; How to invest European Solidarity Funds and the Recovery and Development Plan in the smartest way; How to coordinate the efforts of central and local administrations to ensure the efficient investment of every euro from the European Union solidarity. The conference is being held in the frame of the Annual Meeting of Local Authorities, in Albena resort.

Mr Dimov outlined the realities at the local level in the process of attracting and retaining investors and the expectations for support in the Recovery Plan.

Ms Irena Mladenova, Deputy Minister of Economy, presented the logic of the latest amendments to the economic part of the Recovery and Sustainability Plan and the specially included Program for Public Support for Development of Industrial Zones, Parks and Similar Territories. The total planned resource for these activities is BGN 836.5 million, of which BGN 416.5 million are at the expense of the Mechanism for Reconstruction and Sustainability and BGN 420 million private co-financing. The process of attracting investors should be aimed at full implementation of projects and creating lasting conditions for return of the financial resources.

The mayors and chairpersons of municipal councils shared the great hopes to cope with the inequalities in the regions. They reminded that the state must have a clear plan for resolving regional inequalities, to identify the sectors that have the potential to attract investor interest, according to the specifics and the strong sides of the regions.

The Executive Director of the Trakia Economic Zone, Mr Plamen Panchev, presented the "new generation" of investment zones, already looking at - carbon-neutral industries. He analyzed the most important factors for successful partnership with the municipalities and the local authorities. Panchev paid special attention to the long-term efforts in support of professional education, which would meet the need of investors for skilled labor.

Trakia Economic Zone toady includes the cities Dimitrovgrad and Haskovo.

The Mayor of Ruse, Mr Pencho Milkov presented one of the latest initiatives of the municipality, a result of deep research in partnership with business organizations, which is the foundament of the new investment profile of Ruse.

Ms Nancy Schiller, President of “America for Bulgaria” Foundation, presented some of the projects aimed at supporting the local authorities' efforts to highlight the economic identity and develop the potential of the regions. Bulgaria has the excellent resources to develop as an attractive destination for business, life, development, education and raising children.

Each year, the foundation invests about $ 20 million in 4 areas:

• Business entrepreneurship and technology;

• Cultural-historical and natural tourism;

• Favorable business environment;

• Good education and work skills.

The Mayor of Plovdiv presented the joint project of the Municipality with the Foundation and the Ministry of Culture - the restoration of the largest episcopal basilica in the Balkans.

The largest children's science center in Eastern Europe, Muzeiko, was established with funds also from that Foundation. Its executive director Bistra Kirova shared the experience of her team in working with different municipalities.

There are more and more good examples of finding effective economic solutions within the communities themselves. The discovery of the competitive advantages increasingly passes through regional cooperation. An example of pooling resources, ambitions and efforts is the project for investment destination Sliven - Yambol.

“We have created a general economic profile Yambol - Sliven - Tundzha and this is our message that all resources can be used by people, regardless of which city they live in. We hope that the state will continue to stand behind this project”, said Mr Stefan Radev, the Mayor of Sliven.

The success of a small municipality, which has attracted industrial business on a global scale, was presented by the mayor of Letnitsa, Dr. Krassimir Dzhonev. “We have become a municipality with one hundred thousand visitors per year to our toustic pearl - Krushuna Falls, attracting a strategic investor. Letnitsa offered suitable terrain at an attractive price, engaged in the leading infrastructure and assistance for the project documentation, kept the roads in good condition, stimulated the schools in the region to open suitable specialties for the production. Thus, Waltopia - the leader in production of climbing walls, chooses Letnitsa as the location of its production base”.

The annual meeting of local authorities continues with the General Assembly of NAMRB and discussion forums on the key topics -  on decentralization of governance and modern sustainable solutions for the EU policy Green Deal.
